You can farm gold in game, convert it to gems, and buy it that way, avoiding spending real money on it, but it's not free. Last year, there was an event where all of living world seasons 2, 3, and 4 were released for free, one episode at a time. If you do want to complete the return to achievements and have season 3 already unlocked, I suggest you look into Aurora and Vision prior to knocking out the season 3-4 stuff.
